EU Responsible Person information on online product offers
For non-EU manufacturers, Article 19 adds a specific online-listing information requirement. Here is the narrow part MarketPilot checks.
When does the online offer need Responsible Person details?
Article 19(b) states that where the manufacturer is not established in the EU, an online distance-sales offer should clearly and visibly indicate the name, postal address, and electronic address of the responsible person referred to by the GPSR / Market Surveillance Regulation framework.
The European Commission’s business guidance also explains that products covered by the GPSR can only be placed on the EU market when there is a responsible person established in the EU. Depending on the supply-chain situation, that responsible person may be an importer, an authorised representative, or a fulfilment service provider meeting the relevant conditions.
Three details the listing check looks for
| Signal | Focused page check |
|---|---|
| Identity | An explicit Responsible Person / authorised representative context with a name. |
| Postal address | A postal-address signal inside that explicit context. |
| Electronic address | An electronic contact signal inside that explicit context. |
If you tell MarketPilot that the manufacturer is established in the EU, the Responsible Person checks are marked not applicable in the focused scan rather than counted as missing.
Why “review” is different from “missing”
If you are not sure whether the manufacturer is EU-established, MarketPilot should not make that legal/business classification for you. The result therefore uses review where the requirement depends on context you have not established.
